Is it allowed to operate a hydraulic crane or aerial work platform without a certificate of competence?

Operating a hydraulic crane and/or hydraulic platform (basket) is not allowed without a Certificate of Competence. Under Article 5 of the Rulebook on Preventive Measures for Safe and Healthy Work, operating a crane or platform is strictly prohibited if the operator has not completed operator training and does not hold the appropriate Certificate of Competence.
We often hear: “I've been working with a crane for years, but I don't have a certificate.” Experience does matter, but it doesn't replace mandatory professional training. The aim of the training is to protect the operator, others involved in the work, the load and the equipment itself.
Is prior knowledge or experience required to attend the training?

Prior experience is not required. The training is intended for both beginners and experienced operators who want to improve their knowledge and skills.
Depending on the candidates' prior knowledge and experience, a basic, intermediate or advanced level of training is chosen, and the content is tailored to their needs and the equipment they will use.
Before coming, we recommend that candidates read the operating manual and get familiar with the main parts of the equipment, the warning labels and the technical specifications. These topics are covered in more detail during the training, with explanations from the instructor and practical exercises.
Who can attend the training and who is it intended for?

The training is open to adult candidates regardless of citizenship. It is intended for beginners who want to qualify to operate hydraulic cranes or aerial work platforms, as well as for experienced operators who want to improve their knowledge and skills.
The training is adapted to the candidates' prior knowledge and experience and is organized at three levels: basic, intermediate and advanced.
The certificate is issued in the candidate's name and does not expire. It belongs to the trainee, not to the company that sent them to the training, so it remains their personal document even after they change employers.
How long does the training take, how often is it held and where?

Classes are taught in Serbian or English, in small groups of 2 to 6 candidates, which allows more attention for each trainee and active participation in the practical work.
Training sessions are held twice a month, and both individuals and companies that want to qualify or further train their employees can sign up.
Working in small groups means the content, pace and length of the training can be adapted to the trainees' prior knowledge and needs. In our experience, the training is usually completed in one day, combining theory and practice. For candidates who need more practice, the duration is adjusted so they acquire knowledge and skills they can apply in their everyday work.
